Test failures unrelated.
The Windows installer build is failing to run Sphinx, likely due to dependencies needing update/pinning for 3.10. Rather than trying to fix it, we can probably just stop testing the Windows installer for 3.10 (-3.12), we only distribute source for security branches.
Will check with Steve.
