Correct stale claims across README and operator docs, extend validate_public_truth.py to catch source/PyPI and unreleased-section mismatches, and add consolidated negative regression coverage.
Replace the dense API-name list with short human-readable descriptions of what each MVP capability does and why it matters.
Separate receipt obligation at admission compose time from concrete receipt binding validation, and state explicitly that GovEngine does not grant live execution authority.
