The People's Observer (Der Volksbeobachter)

A concept for democratic grounding of government decisions.

Core Idea

A randomly selected ordinary citizen receives a seat in the cabinet for the duration of a legislative period — not as a minister, but as the voice of the general population. They bring no political expertise, but something rarer: the unfiltered perspective of a person who feels the consequences of political decisions in everyday life.

Key Elements

  • Lottery selection — no elections, no party dependencies, no career ambitions
  • Suspensive veto — delays decisions, does not block them; forces written engagement with objections
  • Two-page principle — every major decision documented on two pages: goals and consequences
  • Full anonymity — protects the person and thereby the function
  • Public archive — all documents permanently accessible

Adding a Translation

To add a translation of the main concept:

  1. Create a new subdirectory under konzept/ using the ISO 639-1 language code (e.g. fr/, es/)
  2. Copy and translate konzept/de/volksbeobachter_konzept.md
  3. Note the source version and translation date at the top of the file

Status

Concept phase — pilot project at state level (Rhineland-Palatinate) envisioned.
