A concept for democratic grounding of government decisions.
A randomly selected ordinary citizen receives a seat in the cabinet for the duration of a legislative period — not as a minister, but as the voice of the general population. They bring no political expertise, but something rarer: the unfiltered perspective of a person who feels the consequences of political decisions in everyday life.
- Lottery selection — no elections, no party dependencies, no career ambitions
- Suspensive veto — delays decisions, does not block them; forces written engagement with objections
- Two-page principle — every major decision documented on two pages: goals and consequences
- Full anonymity — protects the person and thereby the function
- Public archive — all documents permanently accessible
