Went for a look more akin to Sonic Unleashed's debug menu, feels more authentic.
Requires ArialUni.ttf (until ImGui snapshot can generate an atlas for it), needs Shift-JIS -> UTF-8 transcoding implementation for Linux and macOS.

Rebase and cleanup of #109.
Probably some more opportunity for cleanup and we need API asserts.
