Bumps the Go toolchain directive from the previous pin to go1.26.4 across go.work and affected module go.mod files.
Clears GO-2026-5037 (stdlib crypto/x509 vulnerability fixed in go1.26.4), which caused
govulncheckto flag thetelemetry/datadogmodule.
