What

Public projects authenticate Codecov uploads via GitHub OIDC (id-token: write + use_oidc: true) instead of a stored CODECOV_TOKEN, eliminating the secret. Private projects that opt into Codecov keep the token path (OIDC/tokenless is the public-repo mechanism). Applied to tests.yml and nightly.yml.

⚠️ Do NOT merge/release/fan-out until this precondition is verified

This needs Codecov-side OIDC/tokenless enabled for the org's public repos. If it isn't, public coverage uploads will fail. Canary it on one repo first: generate/point one public repo at this, confirm its coverage upload succeeds via OIDC, then release + fan out.

Once validated

After it's released and fanned out, CODECOV_TOKEN can be retired for public repos (same pattern as the changelog PAT).

Verified here

Renders valid YAML for both visibilities (public → use_oidc, private → token); codecov gating unchanged; fast suite 383 green. Structural only — the OIDC round-trip itself is what the canary must confirm.

PRECONDITION: requires Codecov-side OIDC/tokenless to be enabled for the org's public
repos. Do NOT release or fan out until verified on one canary repo, or public coverage
uploads will fail.
Add a coverage job to the template repo's own tests.yml that uploads to Codecov
using GitHub OIDC (use_oidc + id-token: write, no CODECOV_TOKEN). This validates the
same tokenless-OIDC path this PR ships to generated public repos -- if this job's upload
succeeds, OIDC is confirmed and the template-output change is safe to release + fan out.
Kept out of the ci-passed roll-up so a Codecov outage cannot block merges.
