Adds a windows-latest job that installs deps, runs the test suites on Windows, builds via PyInstaller, and asserts a versionless hyperwall.exe is produced (uploaded as an artifact). This validates the Epic 1 exe rename on a real Windows runner. Live G-Sync isolation verification still requires skyhawk (#19).
