Opcore ship runs depend on setup being idempotent in a fresh worktree. Add a CI guard that runs setup in a throwaway worktree and fails if it leaves dirty files.

Promote the setup clean-worktree guard from dev to main.
The guard prevents a repeat of the Zeroshot failure mode where repository setup can leave a fresh worktree dirty and cause validators to fail far from the root cause.
