Description

This PR forms Layer 1 of the build stack. It updates project dependencies across the workspace, migrates to native ESLint 10 flat configuration, and pins TypeScript-ESLint to 8.72.0 and Prettier to ~3.8.3.

Changes

  • Updated workspace dependencies in package.json and pnpm-lock.yaml (excluding react-compiler-runtime, which is introduced in Layer 3).
  • Migrated eslint.config.mjs to native flat configuration without @eslint/compat.
  • Pinned typescript-eslint packages to 8.72.0.
  • Pinned prettier to ~3.8.3 to prevent template literal formatting churn.
  • Updated TypeScript declaration files and type annotations for compatibility with the updated packages.
