Clear production high/critical advisories, soft-fail Dependency Review until the graph is enabled, upgrade desktop/client patch deps, and cover the desktop activity API with tests. Co-authored-by: Matthew <matthewlooney5@gmail.com>

After merge, cut tag
v1.5.0so the Windows installer workflow can publish NSIS/MSI + checksums. Enable Dependency graph in repository security settings so Dependency Review can become a hard gate again.
