Summary
Fix the existing countdown-ordering race exposed by the dependency CI run: enqueue each step before arming the next timer. Stop/reload cancellation still uses the existing sequence identity checks. Drain the replaced capture-test queue to avoid leaving its worker behind.
Validation
Reproduced the failure before the fix. All countdown tests passed with race detection over 100 repetitions after the fix. Full repository checks are required before merge.
