Enforce Strict Dark Mode

Enforced strict dark mode across the application by refactoring globals.css to use dark mode variables in :root. Removed ThemeToggle component and its usage in NavbarLoggedOut, AdminSidebar, and SuggestTopicPage. Updated layout.tsx to force dark theme via next-themes and html class. Cleaned up useTheme usage in Sonner and AuthPage.
