Without it, a scratchpad to be stored in N sink will be sent N times to the broker. Introduce a new way to load it once and consume it N times. It will give more flexibility for the backend implementation and gateway too. And it will reduce a lot the broker load in case of otap. A network may contain 100k+ gateways.
