feat: add opt-in telemetry with Plausible and privacy page

What this adds

• Plausible Analytics (cookieless) integrated via script tag in index.html
• Opt-in banner on first visit, consent remembered in localStorage
• src/lib/telemetry.ts — consent management + trackPageView / trackEvent helpers
• src/pages/Privacy.tsx — public privacy page at /privacy describing what is collected
• Events tracked: connect_wallet, send_submitted, scan_triggered, withdraw across all 4 chains
• No PII collected — no wallet addresses, no amounts
