Feature: Stellar Multisig Stealth Withdraw Helpers
Add helper utilities for creating and managing stealth withdrawals from Stellar multisig accounts. The feature should build multisig withdrawal transactions, support incremental signature collection, verify signature thresholds against the account's on-chain signer configuration, and determine when a transaction is ready for submission. Include tests, Futurenet integration, and documentation with a 3-of-5 multisig withdrawal example.
