F2P: a spectral denoising method

1. This program implements a spectral denoising method based on Encoder. It can resampling and normalize the input noisy spectrum, then denoise it through a pre-trained model, and finally output the corrected clean spectrum.

2. Please install the necessary packages and then call f2p_process()

3. It will be launched on ramancloud soon to facilitate everyone's use
