Confirmed design basis (SCHED-1/2/3a, #269): a scheduled beamtime window is **immutable once users are on-site** (only pre-arrival shifts happen; mid-run beam outages are Run-level "beam unavailable T1-T2" annotations, not schedule changes). The **local contact is a beamline-side assignment, distinct from the proposal user list** (CORA's earlier "listed as one of the beamtime's people" assumption was wrong; model it as a separate beamline-assigned field). Per-person identity uses two stable, never-reused keys: **ORCID** (primary, cross-institution, already CORA's actor key) plus the **APS badge number** (APS-internal join key for `beam-api` / DMagic correlation). The 2-BM scheduling integration itself is a future slice; these facts are its inputs.
