🎯 What: Replaced the silent suppression of IOError during state persistence in both hooks/security_guard.py and hooks/secret_scanner.py with an explicit debug_log call.

πŸ’‘ Why: By logging failures, issues such as lack of disk space or incorrect permissions on the state file directory are reported instead of silently ignored. This improves debuggability and prevents scenarios where duplicate warnings are constantly shown due to state saving failure.

βœ… Verification: Verified syntax correctness by running python -m py_compile hooks/*.py. Manually validated the hook execution by piping mock JSON inputs and checking the /tmp/ logs for output or crash behavior. Confirmed code review approval and cleaned up build artifacts.

✨ Result: Enhanced maintainability and visibility for error scenarios when persisting session state.

PR created automatically by Jules for task 70370573913446721 started by @zknpr

Replaced `except IOError: pass` with proper logging using `debug_log` in `save_shown` functions within `hooks/security_guard.py` and `hooks/secret_scanner.py`. This ensures visibility into failures related to state persistence.
