fix: back up stopped servers and bind quiesce to pod identity - #766
Backups requesting quiesce now recognize an already-stopped, fully drained server without calling its absent agent. Live attempts bind quiesce and cleanup to the original Pod UID, so a replacement pod cannot receive an older backup's save-off/save-on request. Starting a backup does not change suspend or idle intent.
The source proof and cleanup obligation survive operator restart and Backup deletion. Cleanup waits for copy workers to drain; confirmed original-process exit is reported separately from a successful unquiesce RPC. Disabled agents retain raw-copy behavior. Older agents fail a read-only identity preflight before mutation debt is recorded, so operator and agent should be upgraded together and existing pods allowed to roll before retrying affected copies.
Depends on #760 (included in this branch). Closes#716.
Validation: operator and agent production builds passed. Controller unit/envtest, agent-client/quiesce, and E2E test sources compiled without execution. Added CI coverage for idle/suspended copies, queued copies, stale reads, writer detection, process replacement and cleanup; the E2E drill creates and restores two backups while the game pod remains absent. Tests run only in CI under repository policy. Pod UID binding does not establish application-wide consistency or detect in-place game-container restarts.

New Features
Backups can now copy data from already-stopped game servers without starting them, while preserving the server’s suspended state. These backups remain restorable.
Backup preparation now verifies the source game process before and during copying, helping prevent backups from completing against a replaced or changed source.
Bug Fixes
Quiesce and resume requests are bound to the original game process. Cleanup waits until that process is confirmed saved or has exited, avoiding accidental requests to a replacement process.
The operator and agent must be upgraded together for pod-bound quiesce operations; older agents are rejected during identity checks.
Issue coordination: this is the stopped-source follow-up to #716 and depends on the exclusive ownership contract requested in #718, implemented by #760.
The operator now records and validates backup source identity. Stopped and drained sources can proceed without agent quiesce calls. Live-source quiesce and cleanup use Pod-UID-bound endpoints. Tests and specifications cover stopped backups, source replacement, and cleanup.
The agent exposes a guarded Pod identity endpoint and Pod-bound quiesce routes. The operator checks the Pod UID and sends quiesce requests to that UID. The agent container receives its Pod UID through GAMEPLANE_POD_UID.
Preparation records target, workload, and source identity. Stopped-source copies require workload and drain checks. Controller and end-to-end tests cover stopped backups, including restored data and preserved suspend state.
Live-source quiesce requires Pod identity checks and uses the prepared Pod UID. Cleanup checks whether the original process remains before sending unquiesce, and lifecycle recovery retains the recorded Pod identity. Tests cover cleanup failures and Pod replacement.
Issue 731: The Pod-UID-bound cleanup and source-replacement checks address the original-Pod identity boundary. Staged template rollout is not included.

After an upgrade, backup cleanup could resume a replacement game process instead of the original one. Make legacy recovery wait for proof that the original process is gone before merging.

Explanation
The title "fix: back up stopped servers and bind quiesce to pod identity" matches the main changes. The diff adds a stopped-source backup path that skips agent calls when the StatefulSet is drained. It also binds quiesce and unquiesce to the original Pod UID through new pod-bound agent client methods, a GAMEPLANE_POD_UID injection, and a /v1/pods/{uid} route guard. The title is short, specific, and in conventional commit form.

Explanation
Issue #716 requirements apply. The PR adds stopped-source preparation with zero-replica and drain proof, records source and workload identity, skips agent RPCs for an already-stopped source, and preserves suspend or idle intent. Live copies use pod-bound identity checks and keep protection when the agent is unreachable. Cleanup waits for worker drain and distinguishes original-process exit from successful unquiesce. The added controller, agent, and E2E tests cover stopped copies, cleanup, replacement, stale identity, disabled agents, and serialization. These changes address the required cleanup, retry, and finalizer behavior.

Resolved the conflict with current upstream master in 2f3edd1f. The stopped-server backup and pod-bound quiesce behavior are preserved. Production and controller/E2E source compilation passed, along with the required workflow static checks. Fresh CI is running on the merged head.

Fail closed when a legacy recovery intent has no Pod UID.
A legacy backup guard is imported with NeedsUnquiesce but no QuiescePodUID. If the pod is running, recovery cannot prove that the predecessor process exited. It then falls back to the unbound /unquiesce route, which can reach a successor pod and issue save-on to the wrong process. Keep the recovery owner until absence or terminal-pod proof exists.
