Supersedes #6221 (it carried the pre-squash S1a commit and was BEHIND): linear re-cut onto main, 1 commit. Data only: a byte copy of docs/roadmaps/roadmap.yaml at main; the guard's rule 3 and aggregate --check pass. If main's roadmap moves before merge, the copy needs re-cutting.
