GATE CHANGE. This is not a data-only PR any more. It carries a snapshot and a narrow loosening of one guard rule.

docs/roadmaps/roadmap-base.yaml: a byte copy of docs/roadmaps/roadmap.yaml at main d3d6662 (S1b data; rule 3 and aggregate --check pass). Supersedes chore(roadmap): introduce the frozen roadmap-base.yaml snapshot (S1b data, Refs #6185) #6227.
Gate rule R7 in scripts/check_comparator_pin_citations.sh, ruled by quorum (receipt triage-quorum-6228-R1-pin-cites-*.md) after R1 flagged the snapshot's copy of a dated ticket line. It loosens R1: an unledgered file now passes only if EVERY citing line is a byte-identical copy of a citing line that a HISTORICAL ledgered file pins. Fixture rows are not copyable; no path is exempt; one novel citing line is still R1.
Evidence: self-test rows C20 (copy -> green), C21 (copy plus one novel line -> R1), C22 (receipt copying a fixture line -> R1); mutants drop-copy-rule, any-copy-line, drop-class-filter, all killed; self-test 38/38; real tree PASS.
PMAT-6185 acceptance text now says so.

Known residual: a byte-copy of a historical line skips the R3 (date) and R6 (pin) checks. Not closed here.

Needs: a non-author sign-off round bound to the FINAL commit. A push voids seats and quorum.

keep-open: S2-S4 follow under #6185.

Linear re-cut of #6227 onto current main (main's roadmap moved when #6219 merged). A byte copy of
docs/roadmaps/roadmap.yaml at main; the guard's rule 3 and roadmap_fragments.py aggregate --check pass.

The frozen roadmap-base.yaml is a byte copy of roadmap.yaml, whose ticket text names the superseded pin as dated
history that the ledger already pins. R1 read the copy as a new citation. R7 lets a file through only if EVERY
citing line is a byte-copy of a ledgered file's citing line; no path is exempt, and one novel line is R1.
Rows C20 (copy -> green), C21 (copy plus one novel line -> R1); mutants drop-copy-rule and any-copy-line are killed.

A fixture row's value is a sample, so a new receipt copying it was R1 RED -> GREEN under the first R7. The
copy pool is now class==historical only. Row C22 (a planted receipt copying a fixture line -> R1) and mutant
drop-class-filter (killed) pin it; self-test 38/38, real tree PASS.

Superseded by #6250, which has merged. Closed by the aprender cop (successor map from aprender-w5404, 10:12Z); the branch is kept.
