• ci.yml pr-light runs-on -> [self-hosted, Linux, X64, clean-room] (as CI: pin ci/gate, gate and mg-reuse-self-test to X64 runners #6200 did for the gate job); scripts/ci_mg_reuse.sh pins that line and is updated with it.
• That script also had a guard forbidding any X64 label on pr-light. It now forbids only the merge-queue label (mq); X64 is allowed. ci_mg_reuse.sh --self-test: 180 passed, 0 failed.
• X64 clean-room runners online when checked (one gh api call): framework16, framework16-2, framework16-3, kfocus, kfocus-2; all idle.
• check_runner_labels.sh untouched; clean-room kept.
• One-line revert: restore the pr-light runs-on line, the pin in ci_mg_reuse.sh, and the guard regex.

The loosening is exactly the stated gate change (X64 allowed, mq still forbidden); no waiver, no third state. Seat counts once pr-light is green at this head.
