fix(release): render stack inventories that pin a chart released after the cut - #2974
The stack inventory renders each pinned source chart from its release tag and requires that tag to be in the stack's history. That is the component-tag trust boundary from #1779: the inventory only renders chart source that went through review, not whatever commit a hand-pushed tag points at. The umbrella manifest and bundle, the docs catalog, and github-release tag all rely on the inventory's source fields.
A patch on a stack release branch can legitimately move a pin to a chart version released after the branch cut, from main or from that chart's maintenance branch. That tag is not in the stack's history, so the inventory fails for the patch. See #2972.
What changed
When a pinned chart tag is outside the stack's history, and outside the snapshot source added in fix(release): open stack trains with a mergeable bump and an inventory #2971, docs-version-sync accepts it if origin/main or the chart's maintenance branch for that minor, origin/release-<tag prefix>X.Y, contains the tag. Both are reviewed branches.
Any other tag still fails: a tag on an unmerged branch, on another chart's maintenance branch, or on the wrong minor's branch. The existing chart path and Chart.yaml checks still run.
The inventory schema is unchanged. The branch an out-of-history chart came from is logged to stderr.
docs/dev/github-release-process.md describes the rule and notes that chart maintenance branches must be kept after tagging.
This branch is stacked on #2971 and includes its commit until #2971 merges. Review the last commit, fix(release): render stack inventories that pin a chart released after the cut.

Testing
go test ./..., go vet ./..., and gofmt -l in tools/docs-version-sync: pass. The three new accept cases fail without the fix; the new reject cases pass with it.
Stack patches can now pin chart releases published after the stack train was cut, provided the chart tag is available on the default branch or its matching maintenance branch. Unavailable or unrelated chart tags are rejected.
Documentation
Updated maintenance guidance to recommend submitting stack pin updates through reviewed pull requests after verifying component artifacts.
Clarified that chart maintenance branches should be retained after tagging so stack inventories can use the chart release.
branch-cut built the next-train VERSION bump on the release branch
snapshot. The snapshot copies the default branch tree onto a parent from
before the first merge in its history, so the bump shared no recent
history with the default branch. Its pull request conflicted and listed
the whole repository as changed. Build the bump on the selected
default-branch commit instead, on both the create and reuse paths. That
history includes the default branch's merges, so the bump branch moves
from release-bump/ to chore/release-train/, outside the release-* names
that the release ruleset holds to a linear history.
The tag workflow's stack inventory requires every pinned source chart
tag to be an ancestor of the stack commit. Chart tags released from the
default branch are never ancestors of a snapshot, so the first release
of a train rooted at a snapshot could not produce its inventory. The
snapshot now records the selected commit in a Snapshot-Of trailer. The
inventory also accepts a chart tag that is an ancestor of that commit,
after confirming the commit holds the snapshot's tree. A snapshot cut
before the trailer existed is matched to a commit with the same tree.
A chart tag outside both histories is still rejected.

…r the cut
The stack inventory renders each source chart from its release tag and
requires that tag to be in the stack's history, so the chart source it
renders is reviewed source and not whatever commit a tag points at. A
patch on a stack release branch that moves a pin to a chart version
released after the train was cut fails that check: the new tag comes
from the default branch or from a chart maintenance branch, neither of
which the train contains. The tag workflow then stops before it creates
the stack's GitHub Release.
When a pinned chart tag is outside the stack's history, accept it if
origin/main or the chart's maintenance branch for the tag's minor,
origin/release-<tag prefix>X.Y, contains it. The tag workflow's
full-history checkout fetches every branch. A tag on any other branch,
including another chart's maintenance branch or the wrong minor's, is
still rejected. The chart path and Chart.yaml name checks at the tag are
unchanged, and the inventory schema is unchanged. The render log names
the branch that supplied the chart.

Inventory materialization now accepts source-chart tags found on origin/main or the matching chart maintenance branch when they are outside the stack commit’s lineage. It rejects tags absent from those branches. The release-process documentation describes the branch rules and maintenance-pin guidance.

State the tooling prerequisite for existing train branches.
If a train branch predates this change, its tag workflow runs the old docs-version-sync from the stack tag. That validator still rejects a post-cut chart tag. Tell maintainers to backport this tooling to the train branch before merging the pin update. (raw.githubusercontent.com)

Preserve source-chart provenance in the resolved inventory.
The new branch check allows a post-cut chart tag to reach publication, but the inventory still records only publishedChartRepository/name and release.Version. It does not record the source tag or resolved chart commit. The separate release manifest records the stack source identity, not the source-chart identity. This creates a provenance gap for the newly accepted pins.
