feat(llm-api-gateway): support decision model routes /v1/decisions and /v1/systemone - #2981
Decision models answer typed questions (predicate or noul, choice, score, box) with probabilities instead of generated text. LiteLLM exposes them on POST /v1/decisions (OpenAI Decisions format) and POST /v1/systemone (System One format). The LLM stack rejected both routes. This work adds them as pure passthrough, non-streaming routes routed by model, with no translation between the formats and no engine-specific code. It is split into four stacked pull requests, as requested in review of the single pull request: #2965 (now closed).
Stack, in merge order: 1 llm-api-gateway (#2981), 2 Stargate, with its test-only mock server (#2982), 3 vanity-gateway (#2983), 4 sample backend, BDD and shared docs (#2984).
This is part 1 of 4: the llm-api-gateway.
Assumptions to confirm
These are choices the issue left open. Please say if any is wrong.
Enablement. A model is enabled for a route only when its function declares that route in uris when the function is created. Otherwise the gateway returns 404 in the route's native error shape. The gateway has no chart-settable per-route configuration today, so a capability flag was not used. uris cannot change after creation, so adding a route to an existing function needs a new function.
System One errors. Gateway-written errors on /v1/systemone use {"error":{"code","message","request_id"},"request_id"} from the public System One error docs, with request_id equal to the X-Request-Id response header. Codes: invalid_json (400), invalid_request (400 or 422), invalid_api_key (401), not_found (404), request_too_large (413), rate_limit_exceeded (429), internal_error (500), provider_unavailable (502 and 503), provider_timeout (504). The docs show one example body and a code table, not a schema. The X-System-One-* headers are not set.
/v1/decisions errors use the OpenAI error shape.
Input token estimate. Text is counted per string leaf as 5 + ceil(length / 4). Each image counts a flat 1024 tokens, a placeholder set by NVCF_DECISION_IMAGE_TOKENS or the chart value llmApiGateway.config.decisionImageTokens. Base64 image data is never counted as text. Bodies nested deeper than 64 levels get a 400.
Metering. Rate limits use the request count and the pre-call estimate, also sent as X-Input-Tokens and X-Token-Estimate. The backend's usage.input_tokens is recorded as an observation only, because System One says usage may be absent.
stream: true is ignored; the gateway never reads it.
Backend errors pass through unchanged. A non-2xx response with an X-Stargate-Error-Code header is a router error and gets the native shape. A non-2xx response with an empty body and no marker is also rendered natively, but only for 413, 499, 502, 503 and 504, the bare statuses Stargate emits. Any other empty backend error, including an empty backend 400, is relayed as is. Marking every Stargate-generated error would remove the heuristic and is a follow-up.
Request IDs. Gateway-written System One errors carry the gateway request ID in the header and body. A backend X-Request-Id on a relayed error is kept.
The routes are beta, and the body is passed through unchanged.
What changed
Both routes through the proxy path, with the declared-uris check, rate limit admission and a minimal parse of model.
A single-pass token estimator with a flat per-image number.
Error shapes for OpenAI, Anthropic and System One from one table, and byte-for-byte relay of backend errors.
Usage observation, a new counter and zero-seeded route series, a nvcf.org.id span attribute, and the chart value.
Fidelity fixtures for both routes.
Customer Release Notes
Added beta support for /v1/decisions and /v1/systemone in the LLM API gateway. A function serving a route must declare it in uris when it is created.
Plan Summary
Not applicable.
Usage
nvcf-cli function create ... --function-type LLM --llm-model "name=example/decision-model,uris=/v1/decisions|/v1/systemone"
Testing
Ran, all passing: go build, go vet, go test -count=1 ./... and the race tests for ./api; the chart default-ownership script and helm lint; mutation checks for the estimator and the peek test. The stack was verified level by level.
Real engine run: vLLM (nightly 0.33.0rc1.dev178, model Qwen3-0.6B) behind the gateway, Stargate and Pylon on a Linux host. usage.input_tokens was observed on all 3 responses (observed=3 absent=0). The gateway estimate against vLLM's real usage was 142 against 140 for /v1/decisions and 110 against 131 for /v1/systemone, so on these two small requests it ran 1 percent over and 16 percent under. The estimate is a rough admission number, not an exact count.
Not run: the end-to-end path through Stargate and a real function is covered by parts 2 and 4. Live BDD for this part is in part 4.
QA is needed once the stack is merged.
Notes
Follow-ups: have Stargate mark every router error with X-Stargate-Error-Code; X-Input-Tokens and X-Token-Estimate sent by a client are not removed before the estimate is applied (existing behavior on every route).
Observability: new counter llm_api_gateway_decision_usage_observations_total and span attribute nvcf.org.id; no renamed metrics.
Part 1 of 4, based on main. Next: #2982 (Stargate, with its test-only mock server), #2983 (vanity-gateway), #2984 (sample backend, BDD and shared docs).
Decision and System One bodies have no fixed schema, so the estimate walks
the JSON and counts every string leaf as text. Image slots (input_image
objects, images arrays, assets maps and base64 data URLs) count a flat
NVCF_DECISION_IMAGE_TOKENS each and their payload is never counted, so a
large image neither hides nor inflates the estimate. The default of 1024 is
a placeholder until a measured value is set.

The decision routes speak two error dialects. /v1/decisions keeps the OpenAI
envelope and /v1/systemone gets {"error":{code,message,request_id},request_id}
with the code mapped from the status. errorShapeFor picks the envelope by path
and is used only by the HTTP error handler; credentials, the 401 text and the
Request-Id header stay on isMessagesRequest. The request ID hook now also
runs for System One so X-Request-Id matches the body after backend headers
are copied.

…y path
POST /v1/decisions and /v1/systemone forward the body unchanged apart from the
model rewrite, through the passthrough path that clones client headers so
vendor headers such as TypeSafe-Danger-Zone-Images reach Stargate. Only model
is parsed. A model is enabled for a route only when the function declares the
route in the model's uris; no spec, no uris or an undeclared route is a 404 in
the route's native error shape, before the backend is called. Admission counts
one request plus the estimated input tokens and refuses with a native 429.

A decision model defines its own error shapes, for example a FastAPI detail
list, and its bodies can be large or compressed. On these two routes a non-2xx
response without X-Stargate-Error-Code is a backend error and is written as
received: status, headers and body, with no size cap, re-encoding or envelope.
Errors the router generates carry that header and still get the route's
native shape. A relayed backend error also keeps its own X-Request-Id.

A 2xx decision response is copied to the client through the Messages usage
scanner. When it reports usage.input_tokens the count is recorded on
llm_tokens_total as a prompt observation; a response without usage counts
nothing. The estimate stays the admission value. Encoded bodies are skipped.
decision_usage_observations_total (observed or absent) and bounded zero series
for the two routes on the HTTP request instruments are seeded at start, so the
first scrape before traffic already shows them.

Fixtures pin that /v1/decisions and /v1/systemone rewrite only model, relay
the response unchanged, and estimate input tokens with a flat per-image
count. The kept request checks gain malformed JSON, non-object, duplicate-case
model, missing model and missing function prefix rows for both routes. The
shared passthrough test API declares every route for the corpus models because
the decision routes have no default-allow. The README lists the routes, the
declared-uris enablement and NVCF_DECISION_IMAGE_TOKENS.

… the native shape
Stargate sets X-Stargate-Error-Code only on routing rejections and overload.
Other router failures, such as a replay buffer 413 or a failed tunnel, are a
bare status with an empty body. On the decision routes a non-2xx response with
no error code header and no body is now a router error and gets the route's
native envelope. A non-empty body without the header is still a backend error
and is relayed byte for byte. The check reads at most one byte and puts it
back.

The estimator decoded the remaining subtree into a copied RawMessage at every
nesting level, so a valid body with a large leaf nested deeply cost hundreds
of MiB of copying before admission (316 MB for a 1 MiB leaf nested 60 levels).
It now reads decoder tokens in one pass with a stack of at most 64 frames.
Deeper bodies are refused with a 400 invalid_request. Estimates are unchanged.

…n routes
An empty body is a router error only for the statuses Stargate emits as bare
errors: 400, 413, 499, 502, 503 and 504. An intentional empty backend 401,
403, 404, 429 or other 5xx is relayed unchanged, headers included. The
router-error branch no longer copies X-System-One-* headers from the response.

…e chart
NVCF_DECISION_IMAGE_TOKENS could not be set on a chart install because the
ConfigMap renders fixed keys. llmApiGateway.config.decisionImageTokens
(default 1024) now renders into it. The default ownership test checks the
default and an override.

…decision routes
Stargate marks only routing rejections and overload with X-Stargate-Error-Code.
Its other router failures are bare 413, 499, 502, 503 and 504; its bare 400s
come from malformed gateway-set headers the gateway never sends. An empty 400
is therefore the backend's and is relayed unchanged.
Relates to #2921
Signed-off-by: Sachin Prabhakar <saprabhakar@nvidia.com>
The empty-body rule no longer includes 400, so the peek test that used 400
returned before the peek ran and could not catch a lost byte. It now uses 502
and asserts exactly one byte is read.

The gateway records usage.input_tokens from decision responses as an
observation and seeds zero series for both routes. The HTTP request metrics
carry function_id, and the usage metric skips encoded, non-2xx and bodyless
responses. The label rule names function_id as the one ID used as a label.

Walkthrough
The gateway adds POST /v1/decisions and POST /v1/systemone. It validates and admits requests, estimates input tokens with a configurable image cost, forwards requests and responses, applies route-specific error handling, and records decision usage metrics.
Adds both routes. The handlers validate JSON and model URI eligibility, estimate text and image tokens, and apply request admission. The image estimate defaults to 1024 and is configurable.
For decision routes, the proxy distinguishes backend errors from router errors and preserves backend responses when relaying them. Gateway errors use the route’s error shape. System One responses apply System One error codes and request-ID handling.
Observes eligible successful response bodies for nonnegative usage.input_tokens and records prompt-token counts. Adds decision-usage metrics and initializes route metric series before traffic.

The gateway records function_id on the HTTP request, upstream request, token,
provider time, stream and usage metrics, and the metrics table omitted it for
most of them. The label rule now says most gateway metrics carry it, and the
Messages usage counter is listed.

The routing, uris enablement and native error shapes look solid, and go test, the race tests, the scoped bazel tests and the chart ownership script all pass at this head. The main concerns are that caller credentials reach the decision model server and that the input token estimate can be collapsed by a single extra field. Inline comments cover the rest.
Out-of-diff context:
Pylon forwards Authorization to the backend on every path except /v1/messages (pylon-lib quic_http_tunnel/core.rs, the /v1/messages header filter), and Stargate does not filter it, so the gateway is the only place to stop the credential today. A matching Pylon rule is noted on #2982.
Stargate requires x-input-tokens (stargate http_proxy/request.rs, parse_proxy_request_inputs) and returns a bare 400 without it; it also returns bare 400s for client-sent x-max-wait-ms, x-request-slo-ms and for a missing cache affinity key when the load balancer policy requires one, and a bare 500 in attempt.rs. These feed comments 3 and 4 below.
The credential strip for Messages lives in provider/stargate.go, which this PR does not touch; the fix for comment 1 belongs there.
The reason will be displayed to describe this comment to others. Learn more.
Major: this asserts that the caller's NVCF bearer token reaches Stargate on the decision routes. Pylon forwards Authorization to the backend for every path except /v1/messages, so the decision model server receives each caller's API key, plus any client X-Api-Key, Proxy-Authorization or Cookie, because the request clones all client headers. A function owner serving /v1/systemone can collect callers' keys. Messages already strips these in provider/stargate.go for the same reason. Suggest extending that strip to /v1/decisions and /v1/systemone and turning this assertion into a negative test. Pylon also needs a matching strip rule; that is noted on #2982.
The reason will be displayed to describe this comment to others. Learn more.
Major: the estimate can be bypassed. An object with "type":"input_image" collapses to one image even when it is the root object, and any string that starts with data: and contains ;base64, counts as one image. A quick test shows {"model":"fn/m","type":"input_image","questions":[{"predicate":"<1.2 MB of text>"}]} estimates 1024 tokens (0 with NVCF_DECISION_IMAGE_TOKENS=0) against 300011 without the extra field, and prefixing the text with data:;base64, gives 1030. Backends that ignore unknown fields still process the full prompt, so token admission barely moves. Suggest applying the input_image collapse only to non-root objects and only to their image fields (image_url, base64) while still counting other strings as text, matching data URLs only on ^data:image/[^;]+;base64, and adding negative tests for each case.
The reason will be displayed to describe this comment to others. Learn more.
Minor: when the estimate is 0 (root input_image with decisionImageTokens=0, which the chart documents as valid), the Stargate provider omits X-Input-Tokens because it only sets the header for values above 0. Stargate requires that header and answers with a bare 400, which the decision path then relays as if it were an empty backend 400. If the client sent its own X-Input-Tokens, that value is forwarded instead. Suggest always setting X-Input-Tokens and X-Token-Estimate on these routes (for example max(1, estimate)) and deleting any client-supplied copies.
The reason will be displayed to describe this comment to others. Learn more.
Minor: the claim that Stargate's bare 400s come only from malformed gateway-set headers does not hold here, because the decision routes clone all client headers. A client sending X-Max-Wait-Ms: abc or X-Request-Slo-Ms: abc gets a bare 400 from Stargate, and a load balancer policy that requires a cache affinity key (never computed for these routes) also produces one. Each is relayed as an empty backend 400 with no native shape. Suggest deleting Stargate control headers (x-max-wait-ms, x-request-slo-ms, x-cache-affinity-key, x-input-tokens, x-token-estimate) from the cloned client headers on these routes and correcting the comment. The companion problem of Pylon-generated problem+json errors passing through unmarked is raised on #2982; having Stargate mark every router and Pylon error would cover both.
The reason will be displayed to describe this comment to others. Learn more.
Minor: the request body is not forwarded unchanged. rewriteJSONModel re-marshals the top-level object, so keys come out sorted, nested values are compacted, <, > and & become \u003c style escapes, and duplicate top-level keys collapse. A quick test shows {"z":1,"model":"..","a":{"q":"&"}} forwarded as {"a":{"q":"\u003cb\u003e\u0026\u003c/b\u003e"},"model":"m","z":1}. The fidelity corpus compares JSON semantically, so it does not catch this. Suggest either splicing the model value into the original bytes or stating, as the Messages docs do, that request bytes are not preserved.
The reason will be displayed to describe this comment to others. Learn more.
Minor: with NVCF_GATEWAY_MAX_REQUEST_BODY_BYTES defaulting to 0, the full body is buffered and then parsed about five times (unmarshal, ambiguous member check, json.Valid plus the token walk that allocates every string including base64, and the map-based model rewrite). Large base64 images therefore cost several times the body size in memory per request. Other routes share the pattern, but these routes carry images. Suggest recommending a body limit for deployments that enable these routes and avoiding the map-based rewrite here.
The reason will be displayed to describe this comment to others. Learn more.
Nit: with company/model and company-name/model-name now declaring every route, the fidelity corpus no longer exercises the no-spec default-allow path for chat, responses, embeddings and messages, while the comment above still describes it. Suggest keeping one corpus model without a spec, used only on the non-decision routes.
The reason will be displayed to describe this comment to others. Learn more.
Nit: on /v1/decisions this gateway writes OpenAI errors with code null and types such as rate_limit_error, while the vanity gateway in #2983 writes the same route with codes such as model_not_found and invalid_json and only invalid_request_error or server_error types. Clients see different codes for the same route depending on which hop failed. The System One code mismatch is also raised on #2983; suggest one shared status-to-code mapping used by both hops.

Nit: this row still omits function_id, which the duration histogram carries through the same attribute set as http_requests_total. Separately, decisionSeedStatuses in telemetry/metrics.go leaves out 503 and 413, which are common on these routes. The new counter also keeps the legacy llm_api_gateway_ prefix rather than nvcf__; consistent with the subtree, so only worth noting.
The reason will be displayed to describe this comment to others. Learn more.
Nit: a negative decisionImageTokens renders without complaint (-5 becomes NVCF_DECISION_IMAGE_TOKENS: "-5"), and LoadFromEnv then rejects it, so the pod crash-loops. Suggest a fail guard in the template when the value is below 0.

Why
Decision models answer typed questions (predicate or noul, choice, score, box) with probabilities instead of generated text. LiteLLM exposes them on
POST /v1/decisions(OpenAI Decisions format) andPOST /v1/systemone(System One format). The LLM stack rejected both routes. This work adds them as pure passthrough, non-streaming routes routed bymodel, with no translation between the formats and no engine-specific code. It is split into four stacked pull requests, as requested in review of the single pull request: #2965 (now closed).Stack, in merge order: 1 llm-api-gateway (#2981), 2 Stargate, with its test-only mock server (#2982), 3 vanity-gateway (#2983), 4 sample backend, BDD and shared docs (#2984).
This is part 1 of 4: the llm-api-gateway.
